Sometimes. I've done it, most notably for Falak Almurjan, whose profile was terminated and is now restored and rated 5 stars. Reinstatement depends entirely on why the profile was removed and what documentation exists. I'll tell you honestly whether it looks recoverable before you pay me anything.
